Find the burner manual alongside the fireplace record
The fireplace and gas log set may have separate identification. The log brand on an invoice might refer to the decorative pieces rather than the burner. An installer should match the installed burner, its fuel and the fireplace to the applicable instructions. The Real Fyre G45-2 instructions, for example, include a minimum permanent free opening and show the damper stop for that particular vented burner. A neighboring house with a similar-looking log display is not a reference.
Ask what must remain open and why
For a vented product the correct manual establishes the permanent opening requirements and any additional damper position required during use. A clamp is not evidence that the current opening has been measured or that the rest of the passage is suitable. If the damper is damaged or a prior owner removed a stop, keep the appliance off until it has been evaluated.
Address the comfort complaint separately
Tell the assessor whether the complaint is a draft with the appliance off, noise at the top, a sticking handle or the inability to operate the damper at all. A proposed top-sealing product must be evaluated against the actual log set, flue and operating requirements. Do not approve a damper modification just because it promises a tighter seal.
